Probably the way you have it, but Power Shot is bleh and I recommend against it. Also, 4 10 energy skills spammed in a row is very energy-intensive.

They activate more quickly in PvE and have more +damage. Aftercast and everything else remains the same.

As far as I'm concerned, a turret build is any physical, single-target, ranged build designed for dps. The first one I can remember died due to nerfs to Flail and Read the Wind. Its successor used Glass Arrows, Keen Arrow, and Power Shot, which were also nerfed. The introduction of a new turret build was prevented with nerfs to most +damage bow attacks and the introduction of aftercasts to bow attacks with casting times.
They still work in PvE (although they are usually subpar) and are most often seen in the form of Prepshot + Penetrating/Sundering Attack or Glass Arrows + Point Blank/Zojun's Shot.

WHO TOLD YOU SUCH NONSENSE?
Anyway...I would keep the order to what you have, but throw in Rapid Fire to increase attack rate. if you find that energy is your main issue, then Expert Focus would suit better.

Mostly, I just wanted the question answered so I threw that in there to pacify all those ranger-haters that seem to be in every game.

Turret builds still work, all you need is ascan, penetrating+sundering (plus some form of emanagement) or point blank+zojun (and an IAS).
Unfortunately a ranger wielding a bow is inferior DPS to a melee hero simply because they don't get access to SoH.

I ran something like this last time I ran a turret ranger build in PvE. As far as I know the skill changes were only really for PvP so it should work fine still. Just fill the empty slots with whatever you want (a rez, save yourself, finish him, EVAS etc). Use a flatbow, keep Read the Wind and Ex. Dex. up and you'll do plenty of damage.

As others pointed out, a bunch of 10e skills are going to hurt, even with 12 Expertise (they'd all be ~5e each!). Expert Focus would help a bit (making each skill 4e), but that's still 20e for all . So here are some other, not necessarily good, ideas.
Needling Shot would be useful. You can augment it with Kindle Arrows and Conjure Flame. That'd only add something like 20-30 damage though, and would spread attribs quite thin (expertise, marksman, wilderness survival, and fire magic!) Glass Arrows, an elemental bow, and the conjure line might help too, and would keep attribs in line. With this, you wouldn't be able to get a nice constant IAS, which would hurt your efforts to get them down to the halfway mark needed for Needling.
Getting rid of the Conjure spell would let you put points into Channeling Magic so you could use Weapon of Aggression for the 33% IAS (at 10e though, it's pretty expensive, even if it is upkeepable at 7 channeling.
Alternatively, you could look into exploiting Judge's Insight, which turns your attacks into holy damage (non-armor-ignoring) and gives +20% bonus armor penetration. If you're going for Sundering Attack, this would give 30% AP. But it's still pretty expensive, especially since Judge's Insight is 10e itself.

recently, i've enjoyed this build in RA - similar to your idea i think:
conjure flame
rapid fire
burning arrow [elite]
point blank shot
zojun's shot
d-shot
lightning reflexes
rez sig
radiant set, 12+2+1 marks, and 10+1 exp, 8 fire magic (fiery, 15^50, +30 recurve)
it's decent spiky dps, spammable 5e/3s attacks (+48 dam on pbs and zs), and decent survivability it's a fun build to play..just tab around and light the opposition ablaze
